Nous avons appris que le Parlement va examiner une Initiative Législative Populaire qui modifierait et renforcerait un article de la Loi sur la Protection des Animaux en Catalogne.
 
Nous vous écrivons respectueusement en espérant que vous trouverez nos remarques utiles au moment de débattre de cette importante décision. En tant que chercheurs, psychologues, sociologues, criminologues, professionnels du droit, et professionnels des services de protection de la personne, nous nous sentons concernés par la contribution que la question de la maltraitance animale peut apporter à celle de la violence envers les humains.
 
Un ensemble significatif de recherches démontre que la maltraitance animale est étroitement reliée à la violence conjugale, aux mauvais traitements envers les enfants, et à d'autres formes de violences interpersonnelles, toutes choses que la société a grand intérêt à prévenir. La prudence et la précaution demanderaient une action législative qui tienne compte de ce lien.
 
Les personnes qui maltraitent les animaux sont plus portées à être violentes envers les autres et à commettre des infractions dans la vie quotidienne. Une étude approfondie (Arluke et al, Journal of Interpersonal Violence, 1999) a montré que les personnes maltraitant les animaux risquent cinq fois plus de commettre des infractions violentes, telles que des agressions, des viols ou des meurtres ; quatre fois plus de commettre des atteintes à la propriété ; et trois fois plus de commettre des infractions liées aux stupéfiants. La recherche montre également un lien particulièrement important entre la maltraitance envers les animaux et la violence domestique. Les responsables de violences envers les animaux risquent davantage de maltraiter leur conjoint ou leurs enfants.
 
A l'évidence, la violence demeure la violence, quelle qu'en soit la victime. Les personnes qui y recourent dans leurs rapports avec les animaux ont tendance à agir de même dans leurs relations avec leurs semblables. Que ce soit envers un animal ou un être humain, les auteurs de ce type d'actes utilisent la force et le pouvoir de la violence pour dominer et contrôler les autres.
 
Ce que certains d'entre vous ignorent peut-être, c'est qu'en plus du lien entre les mauvais traitements sur les animaux et la violence interpersonnelle, la confrontation directe à des mauvais traitements sur des animaux peut aussi conduire à un futur comportement violent envers les êtres humains. Des recherches récentes montrent, et il est important de le comprendre, que le simple fait d'assister à des mauvais traitements sur des animaux perpétue le cycle de la violence par des mécanismes de désensibilisation et d'imitation de modèles.
 
Les plus jeunes en particulier, qui sont témoins de manière récurrente de maltraitances animales, pourraient “apprendre” à utiliser la violence dans leurs relations personnelles.
 
Etant donné le solide faisceau de résultats reliant maltraitance animale et violence envers les humains, de nombreux gouvernements ont pris des mesures pour renforcer la législation sur la protection des animaux et son application ; et des structures publiques ont adopté dans plusieurs pays une politique basée sur ces constatations. Par exemple, plusieurs juridictions aux Etats-Unis ont institué un signalement croisé et une formation croisée entre services sociaux et organisations de protection animale. De plus, le Federal Bureau of Investigation (FBI) utilise des informations sur les mauvais traitements envers les animaux pour aider à la recherche et l'identification d'auteurs de violences. L'utilité de signaler les cas de maltraitance animale a été enseignée aux travailleurs sociaux, et les policiers ont été entraînés à rechercher des signes de violence envers les enfants et les femmes lorsqu'ils enquêtent sur les cas de maltraitance animale. Plus récemment, des services de protection de l'enfance, des foyers d'accueil pour femmes et des services de police municipaux ont commencé à collaborer avec des vétérinaires et d'autres services impliqués dans les soins aux animaux ; les signalements de maltraitances d'animaux sont utilisés comme indicateurs de foyers où pourraient se trouver des enfants maltraités ou des femmes battues.
 
En ce qui concerne directement la pratique de la corrida, les sociétés diffèrent dans leurs coutumes et leurs lois dans ce qu'elles considèrent être (et ce qu'elles ont considéré être à une période de leur histoire) de la maltraitance animale. La corrida est l'une des nombreuses pratiques de plus en plus souvent remises en question dans des pays et des régions où elle a été autrefois populaire.
 
De notre point de vue, il est clair que la corrida présente les principales caractéristiques de ces formes de maltraitance animale qu'on a trouvé associées à la violence envers les humains. Force, pouvoir, domination et contrôle de l'autre sont toutes des composantes de la corrida. La sévérité des tourments infligés aux animaux est également une variable importante qu'il faut prendre en compte. Le fait de blesser de façon lente et ritualisée les taureaux, porté à un point culminant avec leur mise à mort, est comparable aux cas de sévices graves ou flagrants.
 
Nous sommes particulièrement préoccupés par l'impact que peut avoir la corrida sur le public. Les jeunes, qui sont témoins de ces blessures répétées et de la mise à mort finale des taureaux devant un public enthousiaste, sont impressionnables, et d'autant plus aptes à intégrer qu'il est acceptable d'imposer par la violence son pouvoir et sa domination sur des créatures vulnérables, que celles-ci soient des animaux ou des personnes.
 
Même si les personnes impliquées dans les mauvais traitements sur des animaux ne sont pas toutes violentes envers les humains, et même si beaucoup d'auteurs ou de témoins de mauvais traitements sur des animaux ne deviennent pas violents envers les humains, la relation entre la maltraitance animale et la violence sur les personnes ne peut pas être ignorée. La maltraitance animale est un sérieux problème de société, avec des implications importantes concernant le bien-être humain. Il apparaît de plus en plus clairement qu'un monde dans lequel elle n'est pas controlée est également un monde moins sûr pour l'homme. Des législateurs responsables se montreraient avisés en prenant en considération l'évidence croissante du lien entre ces deux formes de violence et de maltraitance.
 
En conclusion, à la lumière du lien établi entre la violence envers les animaux et celle envers les humains, nous nous joignons en tant que scientifiques, intellectuels, et professionnels des services de protection de la personne du monde entier, pour vous demander respectueusement de soutenir l'Initiative Législative Populaire, et d'interdire les corridas.
